  Jiang Zemin, our beloved comrade, died at 12:13 on November 30, 2022 in Shanghai at the age of 96, suffering from leukemia and multiple organ failure, and his rescue failed.

  Comrade Jiang Zemin is recognized by our Party, our army and the people of all ethnic groups as an outstanding leader with high prestige, a great Marxist, a great proletarian revolutionist, politician, militarist and diplomat, a tested communist soldier, an outstanding leader in the great cause of socialism with Chinese characteristics, the core of the third generation of the Party's central collective leadership, and the main founder of the important thought of "Three Represents".

  Comrade Jiang Zemin is very concerned about the development of China's nuclear industry. He has repeatedly given important instructions and instructions on the development of China's nuclear industry, and has inspected and investigated nuclear industry units for many times.

  Comrade Jiang Zemin once pointed out that:

  The following are some memorabilia of Comrade Jiang Zemin and the development of China's nuclear industry (based on relevant open documents):

  On January 5, 1986, when Jiang Zemin was the mayor of Shanghai, he inspected the construction site of Qinshan Nuclear Power Station.

 

  On April 30, 1990, Comrade Jiang Zemin gave instructions to the joint letter written on February 28, 1990 by four famous nuclear scientists Qian Sanqiang, Li Jue, Jiang Shengjie and Wang Ganchang and the old minister, and emphasized that it is an important issue of strategic significance to bring nuclear power into the national economic development plan and implement funds.

  On June 21, 1990, Comrade Jiang Zemin inspected the site of Guangdong Daya Bay Nuclear Power Station, delivered an important speech and inscribed "Safety First, Quality First".

 

  On April 21, 1991, Comrade Jiang Zemin inspected the Southwest Physics Research Institute of the Nuclear Industry in Leshan, Sichuan, and wrote the inscription "Develop nuclear fusion energy for the benefit of future generations".

 

  In 1991, the State Planning Commission approved the proposal of CNNC for the construction of a nuclear power R&D base in Chengdu. In order to speed up the implementation of the official reply of the National Planning Commission and solve the difficulties in the project startup, Qian Jihui, the then president of the Chinese Academy of Nuclear Power, wrote a letter to Comrade Jiang Zemin on behalf of all the staff of the Academy, stating the significance of the construction of China's nuclear power base and the difficulties it faces. On June 15 of the same year, Comrade Jiang Zemin wrote in the letter from President Qian Jihui: "In the future, we will continue to develop nuclear power equipment by ourselves, instead of buying it all the time. We already have a certain foundation. We hope to support the construction of nuclear power backbone test devices to the extent possible."

  On August 9, 1991, after inspecting the Southwest Institute of Physics in April of the same year, Comrade Jiang Zemin published a signed article in the People's Daily, giving important instructions on nuclear fusion:

  Contemporary science and technology are advancing by leaps and bounds, and have penetrated into all areas of social life, affecting the process of world economic and social development more and more profoundly. From the next decade to the middle of the next century, a series of new scientific and technological fields will see major breakthroughs. New production technologies and new understanding of natural phenomena will change the face of some industries and become a major force to promote historical development. We must see this trend. I saw the "Circulator 1" device designed and developed by our country at the Southwest Institute of Physics, listened to the introduction of old scientists, and came back with a myriad of thoughts. Controlled nuclear fusion is a cutting-edge project to develop new energy for mankind. Once realized, all the sea water on the earth will become a huge energy pool, which can be used by human beings for at least ten billion years. Although there are still some difficulties in engineering and technology at present, I believe that they will break through one day.

 

  On June 9, 1993, Comrade Jiang Zemin inspected the state-owned 405 factory (formerly known as Huaguang Industrial Company) and inscribed "Develop nuclear technology and new energy".

 

  On October 1, 1994, Comrade Jiang Zemin wrote an inscription for the 40th anniversary of the founding of China's nuclear industry, "Developing China's nuclear industry by peaceful use of atomic energy".

 

On November 10, 1995, Comrade Jiang Zemin wrote an inscription for the 30th anniversary of the founding of the China Nuclear Power Research and Design Institute, "Carry forward the fine tradition and bravely climb the peak of nuclear power science and technology".

  On December 8, 1997, Comrade Jiang Zemin wrote an inscription for the 40th anniversary of the founding of the Second Research and Design Institute of Nuclear Industry (the predecessor of China Nuclear Engineering Corporation).

 

  On May 19, 1999, Comrade Jiang Zemin wrote the inscription "Peaceful use of nuclear energy, serving economic construction" for the book "Strategic Research on Nuclear Power Development".

 

  On July 1, 1999, the ten national defense science, technology and industry groups, including China Nuclear Industry Group Corporation (CNNC) and China Nuclear Industry Construction Group Corporation (CNNC), were established. Comrade Jiang Zemin sent a letter of congratulations.

  On September 18, 1999, the Central Committee of the Communist Party of China, the State Council and the Central Military Commission held a conference in Beijing to solemnly commend 23 scientific and technological experts who have made outstanding contributions to the development of "two bombs and one satellite". Jiang Zemin delivered an important speech. The meeting read out the Decision of the Central Committee of the Communist Party of China, the State Council and the Central Military Commission on Commending Scientific and Technological Experts who have made outstanding contributions to the development of "Two Bombs and One Star" and awarding the "Two Bombs and One Star Meritorious Medal".   On October 20, 1999, the commencement ceremony of the main project of Jiangsu Tianwan Nuclear Power Station, the largest economic and technological cooperation project between China and Russia, was held in Lianyungang. Jiang Zemin, then President of the People's Republic of China, and Yeltsin, President of Russia, sent congratulatory letters to each other.

  In January 2000, Comrade Jiang Zemin watched the on-site demonstration of Tsinghua Tongfang's vehicle mounted mobile container/vehicle inspection system in Zhongguancun High tech Development Zone, checked the container scanning image and analysis and inspection process, and listened carefully to the report on the industrialization implementation and product technology innovation of the project. Jiang Zemin was very pleased to learn that Tsinghua Tongfang has independent intellectual property rights, is technologically ahead of similar foreign products, and has been equipped with Chinese customs on a large scale.

  On May 10, 2000, on the eve of the 50th anniversary of the founding of the Chinese Academy of Atomic Energy Sciences, Comrade Jiang Zemin inscribed the name of the Academy.

  On June 18, 2000, Comrade Jiang Zemin inspected Nuclear Industry Factory 504 and gave important instructions.

  On October 27, 2003, Jiang Zemin and his delegation arrived at Qinshan Phase III (heavy water reactor) nuclear power plant for on-site inspection.

  On March 19, 2004, Comrade Jiang Zemin visited the 8th China International Nuclear Industry Exhibition. Jiang Zemin first came to the CNNC booth, listened to the report of the head of CNNC on the development of China's peaceful use of nuclear energy, and inquired in detail about the development of China's nuclear power, nuclear fuel, and nuclear technology. He said that China has been committed to the peaceful use of nuclear energy for decades. The nuclear industry has developed rapidly and made great achievements, making great contributions to national defense construction and national economic construction. Then Jiang Zemin came to the booth of Qinshan Nuclear Power Base to watch the sand table model carefully. Jiang Zemin was very happy when he heard that Qinshan Nuclear Power Plant has created the best record of continuous operation of nuclear power plants in China, and has been operating safely for 1000 days. The Qinshan Phase II Nuclear Power Plant, which was designed and built independently in China, has also been connected to the grid for power generation, and plans to continue to expand two nuclear power generator sets. Jiang Zemin then visited the nuclear fuel element factory and the booth of the Academy of Atomic Energy Sciences. He was satisfied when he learned that China has been able to independently produce fuel for all nuclear power plants, and that the Academy of Atomic Energy Sciences has produced 66 academicians, who have trained many talents for China's nuclear science and technology. In the International Pavilion, Jiang Zemin visited the booths of Canada, France, Japan, South Korea, Russia and other countries, and asked the staff about the development of nuclear power abroad. In front of the Russian booth, Jiang Zemin carefully watched the model of Tianwan Nuclear Power Plant and appreciated the idea of attaching great importance to safety performance in the design of the plant.

  On August 31, 2004, Jiang Zemin visited the "50 Year Achievement Exhibition of China's Nuclear Cause" at the Chinese People's Revolutionary Military Museum and emphasized that "practice has proved that the CPC Central Committee's strategic decision to develop the nuclear cause is very correct, and China's nuclear cause team is a team with glorious traditions and innovation capabilities."

  On July 19, 2008, Comrade Jiang Zemin went to the Institute of Physical and Chemical Engineering of the Nuclear Industry for research and guidance.

  In 2008, Comrade Jiang Zemin published a paper entitled "Reflections on China's Energy Issues" in the Journal of Shanghai Jiaotong University, pointing out that:

  Great progress has been made in the use of nuclear energy. The second-generation nuclear power technology has been widely used, and nuclear power has accounted for a certain proportion of primary energy. All countries concerned are developing a new generation of nuclear power technology to further improve the safety and economy of nuclear power. Some of the third-generation nuclear power technologies have developed in the direction of passive safety to simplify the complexity of equipment, and some have developed in the direction of increasing the safety redundancy of related equipment, which have greatly improved the safety.

  At present, the third generation nuclear power technology has entered the commercial and practical demonstration stage. High temperature gas cooled reactor, fast reactor and other technologies are likely to become the fourth generation nuclear power technology and have entered the development stage. The technology for nuclear waste treatment is being actively improved. As a clean and efficient energy, nuclear power is one of the most important choices for China to increase energy supply, optimize the energy structure and cope with climate change. Improving the scale of nuclear power should be a focus of energy strategy. In the long run, the scale of nuclear power in China may reach 100 million kW, becoming an important primary energy and power generation energy. After years of practice, China has mastered mature and reliable nuclear power technology and has the conditions to accelerate the development of nuclear power. We should actively promote the introduction and digestion of the third generation nuclear power technology, accelerate the development of domestic advanced nuclear power technology, master advanced pressurized water reactor technology, realize the standardized and large-scale development of reactor types, and improve the localization level of nuclear power equipment. At the same time, we will actively promote the independent research and development of the fourth generation nuclear power technology, develop high-temperature gas cooled reactor, fast reactor and other technologies, and make them enter the commercial preparation stage in time. Nuclear safety is the lifeblood of nuclear power development, so we should not be careless. To develop nuclear power on a large scale, it is necessary to further improve the level of safety supervision and comprehensively strengthen the safety management and quality management of nuclear power design, manufacturing, construction, operation and other links. To develop nuclear power on a large scale, it is also necessary to form a supporting uranium enrichment capacity, accelerate the construction of spent fuel treatment projects, and improve the nuclear fuel cycle system, so that nuclear power development can be fully resourced. To develop nuclear power on a large scale, it is more necessary to train relevant personnel as early as possible and form a talent team to provide talent guarantee for the development of nuclear power.
